FRENCH BIRTH RATE.
AN ALARMING DECLINE. Australian and N.Z. Cable Association. (Reed. 4.5 p.m.) PARIS, Aug. 19. The declining birth-rate in France is attracting serious attention. The rate of births per 100 families is now 166, compared with 248 in 1913 and 333 in 1865. The newspaper, L'Oeuvre, declares that iPuiis rate of decline continues France will be without people, in half a oentury.
