RAW MATERIALS CONTROL.

THE PROBLEM OF DUTIES. FISCAL CHARACTER ONLY. . A. and N.Z. LONDON, May 1. The Economic Commission, adopted a . resolution regarding raw materials, to the effect that the conference could not disregard the right of the States to dispose ? freely of their natural resources and reserve to themselves by all appropriate t means their .production of raw materials where it appears insufficient in quantity j for national needs, or is menaced by deficit through exaggerated foreign demand. j On the contrary, if production is notably l superior to ' the needs of the country of origin it is desirable that exportation be not subjected to conditions which create for foreign manufacturers a situation of marked inferiority. Therefore duties of a fiscal character only should be imposed. Before the Economic Commission, Mr. Lloyd George stated tliat Britain advor cated the adoption of a general most■favoured nation clause for Europe for the purpose of preventing the formation , of a series of separate agreements. * The Italian, German, and Japanese delegates supported this.
