League of Women's Voters is determined that its . members shall not lack education in matters of citizenship. They issue a series of pamphlets easy to read and understand, which form part of a correspondence course; \ also a weekly summary " without editorial comment, of the action taken during the week in Congress,, the State' Legislature and city governing boards," which should do much to enlizhten the elector- } ate on the behaviour of the elected. Leave to introduce a private Bill to ! extend the suffrage on equal terms to women as to men was carried by a sweeping majority in the English House of V Commons recently. At the present time women have to be 30 years of age before thev cs,n exercise the Parliamentary vote, ■ and if this Bill is carried it wi l ! mean they ca'.i vote at the age of 21 years. Lord Robert Cecil, in moving for leave to introduce the Bill, submitted that none of the evil results originally predicted had happened in practice. On the contrary, •. the experiment had been entirely successful. The old doctrine of " the monstrous regiment of women" had been relegated to homes of progress represented by the ,'. '-city of London and the Scottish universities. ..' Now that the Committee of Privileges at the House of Lords has decided in favour of Lady Rhondda's daim to take • her seat as a peeress in her own right, all other English peeresses in their own right may take their seats without further legal proceedings. There is one stage more, however, before Lady F'hondda Can take her seat, and that is that the House of Lords itself, which is the sole final ." judge in such matters, shall accept the decision of the Committee of Privileges. -.It is, however, inconceivable - that _' the ■ House of Lords should reject the decision, since it is a decision merely interpreting a statute which is now a law of the 'and. There are nearly a score of Enirlisn •peeresses in their own right. As to, Scottish and Irish peeresses, the case is only different as the position ■of Scotch and Irish peers is different. It equally follows from the judgment, when confirmed by the House of Lords, that Scotch and Irish peeresses may take part in the election of • representative peers. ENGAGEMENTS.
