Mexico has sent a Note to the United States pointing out that Mexico is unable to admit that American citizens can be released merely on the recommendation of the United States, but since Mr. Jenkins has already beea released on bail, the Government thinks the misunderstanding between the United States and Mexico has disappeared. The Mexican reply was attacked in the Senate by Mr. A. S. Fall, who complained that the United States first sent an ultimatum to and then opened debates with General Carranza, who knew that he might insult the United States with impanity. The present Administration only sought to proclaim peace on earth and goodwill to bandits.
