MR. C. L. WRAGGE'S FORECAST. 'Jhp following weather forecast was issued by Mr. Cement L. Wragge yesterday : —Conditions are gradually developing for finer and more stable weather, under increasing pressure. Meantime rain and snow squalls over the highlands of both islands are probable. Winds between west-south-west and south, and south-south-east.
