NOVEL FRENCH PROPOSAL. A gigantic inter-Allied lottery of £4,000,000.000 is the scheme to repair the ravages ci the war which lias been brought in as »a bill in the French Chamber of Deputies. The tickets of tMis lottery, according to M.
