MEXICO AND BRITAIN.

PROVOCATIVE ACTION. OFFICIAL DISMISSED. ORDERED TO LEAVE COUNTRY By Tclccraph— Association-Copyright. A. and N.Z. WASHINGTON. Aug. 17. Advices from Mexico state that President Carranza has ordered Mr. William Cummings, British Charge d Archives, to leave Mexico. This action followed a statement in the British House of Commons that the Government did not propose to recognise the Carranza Government until guarantees for the protection of the lives and property of British subjects in Mexico were forthcoming. The British Embassy in Washington conferred with Mr. Robert Lansing, Secretary of State, but it is understood that no remedial action is possible, the charge d'archives being an unofficial position from an international point of vi"ew. Mr. Cummings therefore had no official status.
