o. GERMANY'S POSITION. VANCOUVER. Dec. 6. A London message save that the Allies, in estimating Germany's ability to pay indemnitees, are considering the claiming of royalties from German coal and potash, and also taking control of the railways. Germany probably has not more than £150.000,000 in gold, and it is possiblo that a special tax over a period of years may be proposed by the Allies.

The Daily Mail, reviewing the question of whether Germany is able to pay for war damages and war expenditures incurred by the Allies, which are estimated at £25,000,000.000, savs that this amount is less than one-seventh of the main German assets in sight.
