NO DISCUSSION WITH ENEMY
CHANGES IN GERMAN CABINET
A forecast from Paris predicts that there will be three main preliminary peace conferences. First the members of the various missions will consult; then the British, American, French, and Italian delegates will meet to form a common plan of action. The smaller nations will finally be given an opportunity to present their claims. Finally the terms will be presented to the enemy countries for acceptance or rejection. The settlement of the final terms will, it is expected, take until the end of March.
Reports from Berlin state that the new Central Executive Committee of the Government has been completed. Majority Socialists comprise the greater part of it, thus stabilising the Cabinet. Many of the extremists have been eliminated. There are stated to be 70,000 unemployed in Berlin, exclusive of strikers.
