POST-WAR EMIGRATION.
REDUCTION OF CABLE RATE. [by TELEGRAPH.—PRESS ASSOCIATION,] WELLINGTON, Monday A summary of tho proceedings of the I Imperial War Conference for the week : ended July 20 has been received by tho Governor-General from tho Secretary of State for the Colonies. It states: Tho Im--1 perial War Conference dealt with tho I question of tho settlement of ex-servico men and reaffirmed tho principle laid down at the last conference in favour of arrangements by which intending emi- | grants from tho United Kingdom may bo induced to settle in countries under tho British flag. It expressed the opinion that tho representatives of the Dominions in tho United Kingdom should keep in ' close touch with any new body established 1 by His Majesty's Government to supervise ' emigration from the United Kingdom, and that tho appointment of a consultative I committee to advise airy such body would afford the best means of co-operation. The committee, it was suggested, should consist of 10 members, amongst them being representatives of tho Dominions. The conference, on tho motion of Sir Joseph Ward, who brought, the subject forward at the last conference, also passed a resolution on the subject of cable communications, emphasising the need, in the I highest interests of the Empire, for telegraphic rates being further materially rouuced. A resolution »vas passed on the subject of the Imperial Mineral Resources Bureau, the establishment of which was determined at the last conference, in respect to the number of representatives on the governing body and to the allocation of the expenditure. The conference also discussed tho question of giving preference in Government contracts to raw matorials from within the Empire. The subject of temptations to Dominion troops in Great Britain was also discussed, and the opinions indicated by tho resolution passed at last year's conference as to the need for action were repeated. The motion by Mr. W. M. Hughes, in favour of the establishment of ono Imperial Court of Appeal as the supreme tribunal for all appoliants in all parts of the Empire, was discussed.
