PROSPECTS OF INDIA.
OPENING OF COUNCIL. DELHI, Feb. 12. Lord Chelmsford, Viceroy of India, at the- opening of the Imperial Legislative Council, said that he had every hope that the Secretary of State for India, Mr. E. S. Montagu, would lake Home proposals which, provided they got co-operation, would make progress towards the realisation of responsible government for India. Alluding to the Indian industries, the Viceroy said that the prospects of the tea industry were now materially improved and the rice difficulty overcome.
