TERRITORIAL OFFICERS. COMMISSIONS NOT TO LAPSE. [BY TELEGRAPH. correspondent.] ' WELLINGTON, Thursday. The following notification with reference to the position of holders of temporary commissions in the territorials and their services in the New Zealand Expeditionary Force has been issued by Defence headquarters:— "It has been previously notified that temporary officers appointed under the provisions of headquarters memo., No. 28/98, dated September 25, 1915, are not eligible for . appointment to the Expeditionary Force as officers. When such gentlemen, therefore, are drawn in the ballot, or volunteer for service with the Expeditionary Force, they will not be attested as officers, but will be'sent into camp as ordinary recruits. In view however, of the services which those gentlemen have rendered to the territorial force in the present emergency, it has been decided that their temporary commissions will not be allowed to lapse whilst they are on active service. 1 'The procedure when such an officer either volunteers or is drawn in the ballot will be: The .commander will treat such officers as ; 'ordinary' recruite,' despatching them to camp, on due dates. At the same'-, time he will, forward a letter to the district headquarters,stating that a temporary officer is proceeding to camp. Disinct headquarters will then notify the'., facu' Ito the assistant-military secretary, who will advise the director of re* cruiting and the camp commandant concerned, informing the latter.of the circumstances of each case. On embarkation for service abroad temporary officers will be, • transferred to the general list of temporary officers 5 in the Army List, should the officer commanding the district so re.' commend, and their names will be retained therein during their absence on \ active service. If a district commander considers that any temporary officer has not shown himself sufficiently zealous in performing his duties ; he may, when,-, notifying 'the assistant military secretary of such an officer's posting to camp, - recommend that his temporary commission should lapse, and that his name be not retained in the Army List." Requests having been made for an interpretation of the general order relating to the promotion of in officer ..whilst oK active service, the Defence . headquarter* states:—"The provisions of this paragraph in general regulations shall coyer the period from the time an officer embarks in New Zealand for service over- , seas, to the date he is struck off the strength of the New Zealand Expedition- . ary Force. If a case occurs where an officer is recommended for promotion after he has been struck off thp. strength of the Expeditionary Force, .and. whilst■; he is unfit to sit for examination by, reason of wounds or sickness, contracted on 1 active service, such case should be made I the subject of a special letter to headquarI ters, when it will be considered on its merits." - ,•• •
