SEPARATE PEACE OFFER TO CENTRAL POWERS..., BREACH WITH BOLSHEVIKS AND BESSARABIA. Australian and N.Z. (Received 8.15 p.m.) LONDON, Jan. 29. Haparanda messages state that negotiations are proceeding between Roumania and the Central Powers for a separate peace' on condition that Roumania gives Bulgaria the Dobrudja and receives the Russian province of Bessarabia instead. LONDON, Jan. 29. The Petrograd correspondent of the Daily Chronicle reports that the Roumanians have advanced in Bessarabia, captured Ugeni, and besieged Kishinev. The Moldavian Regional Council has declared Bessarabia autonomous. The council announced a rupture of relations with Roumania on January 27, stating that the Roumanian Legation and all Roumanian agents would be sent abroad. (Received 9.16 p.m.) PETROGRAD, Jan. 29. The Bolsheviks have declared the Russian General Tscherbatsheff, commanding the forces in Bessarabia, to be the people's enemy and deprived him of the laws of protection. General Tscherbatsheff had promised to assure the Roumanian army its food supplies. They have further announced that diplomatic relations with Roumania have been broken off. Times. LONDON, Jan. 29. The Bolsheviks have seized the Roumanian gold reserve at Moscow, and have expelled the Roumanian Ambassador and staff from Russia. They have promised to hand over the gold to the Roumanian people. Router. AMSTERDAM, Jan. 29. A Berlin telegram states that the Roumanian Premier has resigned, General Averescu succeeding him.
