BETTER SHIPPING OUTLOOK ! TRANSPORT FOR 1,500,M0. ' Australian tad N.Z. Cable Association. (Reed. 1.80 a.m.) WASHINGTON, Jan. 28. In his address to Congress, tlio Secretary for War, Mr. Nowton D. Baker, announced that shipping prospects were more promising. Therefore, he hoped to transport 1,600,000 troops to Franco ' during 1918. He stated that the Americans have built 600 miles of railroads in Franco, and have also constructed vast terminals and port facilities.. Tho troops have even planted corn.
