The correspondent in Switzerland of the newspaper Huinanite, who recently saw the Kaiser in Berlin, says the military clique has convinced him that Germany's situation .is' The Kaiser was recently silent and melancholy. Now he is noisy again, l and talks incessantly. He believes ha will still march into London. The acceptance of peace pourparlers by the Bolsheviks brought back his old dreams.
