RUSSIANS ATTACK ALLIES

PLANS TO CRIPPLE AMERICA CAMPAIGN AGAINST TRANSPORTS INCREASING UNREST IN AUSTRIA MEETINGS IN GERMANY STOPPED Serious fighting has occurred between Siberian divisions and Roumanians, in the vicinity of Galatz, on the Danube. The efforts by the Russians to break through the Roumanian lines have so far been checked. The American Government anticipates a new submarine campaign against American transports. The Secretary for War states that many submarines are being refitted for the new campaign. An organised campaign of incendiarism, inspired by German sympathisers, has commenced in the United States. Information has been received in Washington of increased restiveness on the part of the Slavs in Austria-Hungary. The upheavals are assuming serious proportions. A new Cabinet has been formed in Hungary, and the King has approved its programme, which includes the formation of a national Hun« garian army. Owing to public excitement, political meetings have been prohibited in Germany. A statement of the divergencies between the German and Austrian war aims has been made by Count von Czernin to the Austrian Delegations. He said Germany had to fight to regain her colonies, hence it was necessary to hold the occupied European provinces. Austria, on the other hand, stood everywhere o*l foreign territory, except in 'Eastern Galicia.

The Ukrainian Assembly has proclaimed the complete independence of the Ukrainian Republic and announced its indifference to the war. The Poles have commenced active operations against the Bolshevils, owing to the arrest of the ,leaders of the Polish military organisation.
