AFTER-WAR CONSTRUCTION

BILL IN HOUSE OF LORDS. AMENDMENT CARRIED. A. and N.Z. LONDON. August 15. The House of Lords amended the Bill setting up new departments so as to limit the functions of the Ministry of after-war reconstruction to matters arising as a natural consequence of the war. The House adopted an amendment, moved by the Marquis of Salisbury, that no order under the Ministry of Reconstruction Bill shall be issued unless in pursuance of a resolution of both Houses. The amendment was carried by 24 votes to 22, despite the Lord Chancellor objecting on the ground that this would empower Parliament to act as an executive body. The Marquis of Salisbury explained that his object was to prevent experimenting ir. subjects foreign to the department. v
