August 15. lhe newspapers declare that the dope's peace Note is strongly marked by German inspiration, and that the proposals are utterly inadmissible and betray lamentable ignorance of opinion in allied countries. The Rome correspondent of the Morning Post states that the Pope's Note will undoubtedly be a "frost." Italy's best reply will be found in the address of 42 Provincial Councils, the almost unanimous tenor of which is that peace is only attainable when the possibility of a repetition of this war has been absolutely overcome.
