SPECIAL CONDITIONS. A. and N.Z. Cable. LONDON, Jan. 9. The statement by Mr. R. E. Prothero, President of the Board of Agriculture, that the price of oats had been fixed at 41 s 3d per 3361b, referred to War Office purchases of oats specially grown on grass lands, and is an inducement to break up pastures.
