SPANISH CABINET RESIGNS
PRO-GERMAN INTRIGUE. NO CHANGE IN PREMIERSHIP. Renter. MADRID, Jan. 9. The Spanish Cabinet has resigned. The German campaign of intrigue in Spain continues unabated, and has led to the resignation of the Government. Pro-Germans not only excuse the submarine campaign against Spanish merchantmen on the ground that they are trading in contraband with the allies, but assert that the Premier, the Count of Romanones, has openly sided with the Entente. They impudently denounced Spain for refusing to join the peace campaign. It is believed that the German Ambassador inspires the pro-German newspapers. It is significant that he recently declared that the Spanish wheat steamer San Leandro would not be torpedoed if the captain, solicited safe conduct from him. This haughty pronouncement has aroused indignation. ' (Received 11.10 p.m.) MADRID. Jan. 9. It is.understood the King has confirmed the Count of Romanones in the Premiership, and that he will reconstruct the Ministry. *
