Constantinople reports state that the Sultan has issued a proclamation to his troops, regretting that the humanitarian proposal for peace negotiations was disdainfully rejected by the allies, who are, therefore, responsible for the continuance of bloodshed. Henceforth, the Sultan says, with her allies, Turkey will redouble her efforts to achieve final victory.
