RESPONSIBILITY FOR WAR.
KAISER'S DEFENCE "STROVE HARD FOR PEACE." Außt. and K.Z. Cable. LONDON. August 15. The Daily News gives details of a conversation the Kaiser had with a prominent neutral. The Kaiser said :— It is curious how the British theory that I am responsible for the war seems to fascinate my J enemies. Ido not envy the man who has the responsibility upon his conscience. History will clear me of the charge, although I do not suppose history will hold me faultless. Every civilised man in Europe must share the responsibility, and the higher his position the larger his responsibility. I strove hard for peace, even although war was inevitable. Why do neu- ! trals talk of German militarism, never of Russian despotism, French craving for revenge, or English treachery? The next generation will strike a juster balance in api portioning the blame."
