EXAMINATION OF MAILS.
EXPLANATION BY BRITAIN. CONTRABAND DISCOVERED. Australian and N.Z. Cable Association. (Reed. 1.30 a.m.) WASHINGTON- Auc. 15. Britain's explanation to America of the examination of the mails on the high seas states that it has been proved that bags from one neutral country to another contained rub ber and coffee disguised as papers, and what appeared to be business circulars really were German propaganda, Thus it is difficult to allow mails to pass without examination. The despatch shows why mails are facilitated by examination in London rather than elsewhere.
