The final report of Lord Sydenham's commission on social diseases reveals most serious conditions. It states that Government control of this national problem is essential. There is no doubt that the total of infected persons, has increased. The most striking proposal in the report is that the law should permit of the annulment 'of marriage where either party is suffering from such disease, such decree of nullity not to render the children illegitimate. The report further recommends that doctors' communications to parents on this matter be privileged, that there should be better statistical information, facilities for laboratory diagnosis, instruction on moral conduct in all types of education, also in workshops, and free modern treatment in hospitals. The commission suggests that all army and navy recruits should be warned, and the warnings re. peated annually.
