ANGLO-FRENCH LOAN.
GERMAN PAPER'S LAMENT. London, October 3. The Berliner Tageblatt admits the success of the allies' loan, and is disappointed. It castigates President Wilson for what it terms his strange conception of neutrality in not opposing the loan. "It is a consolation, however," says the paper, "that the allies are piling up a debt which smashes England's financial dominion for ever."
