Thi New York correspondent of the London Daily Telegraph says that reports furnished to the United States' attaches in Europe regarding German submarine losses and the methods of snaring and capturing submarines have created a profound impression in America. He adds that the United States Admiralty is now convinced that Germany has modified her submarine policy knowing that the " blockade " was a ghastly failure. He also says that the American Admiralty has quashed the idea of decreasing the construction of Dreadnoughts in favour of submarines, being convinced that capital ships have not lost, but have increased, in value.
