NEGOTIATIONS FOR STRIKES AT MUNITION WORKS.

New York, September 11. The State Department is investigating cases against Von Papen, the German Military Attache, and Von Nuber, the Austrian ConsulGeneral. It is understood that Von Papen sent a private letter to his wife through Mr. Archibald, referring slightingly to American officials.
Mr. Lansing regards the act of communication through Mr Archibald as an abuse of the American passport. Count Dumba's letter contained an enclosure relating to von Nub -' 6 ■-**» *» **- at munition works. * **** 6 »«**»*<»■ for strikes
