London, September 10.
The correspondent at Petrograd of the London Times says the Tsar's assumption of the leadership of the army and navy has not caused surprise. The effect has been to intensify the sentiment of the country that the war must and will be carried to a victorious end.
A conference has been opened between Ministers and representatives of the Progressive Party. A majority of the Government favours co-operation with the Progressives. -
