Count Dumba flagrantly violated diplomatic , propriety by employing an American citizen, protected by an American passport, as the secret bearer of official despatches through: the enemy's lines. Therefore, he is no longer acceptable as% Ambassador, and America has no alternative but to request his recall ,on account of his improper conduct. The Government expresses regret at the necessity, and ' assures Austria-Hungary of a sincere desire to continue friendly relations. It is not expected any international complications will arise. " The United States is anxious to continue diplomatic relations with Austria because the large diplomatic interests which the-United States is managing for the European belligerents will be imperilled if diplomatic relations are severed.
