GERMAN NOTE ON THE SINKING OF THE ARABIC.

SUBMARINE COMMANDER PLEADS SELF-DEFENCE.

OFFER TO SUBMIT CASE TO ARBITRATION. (Rewired September 12. i p.m.) Amsterdam, September 11. The German Note to the United States on the sinking of the liner Arabic, after alleging that the commander of the submarine thought the Arabic was trying to ram his craft, states that another British liner fired on the submarine in the Irish Sea on August 14. The Note proceeds :—• Germany is extremely sorry for the loss of lives, especially American life, but cannot recognise her obligations to compensate, even if the commander of the submarine was mistaken in believing that the Arabic was aggressive.

" Germany offers to submit the case to The Hague Tribunal if an agreement is not reached, but The Hague decision shall not possess significance regarding the general permissibility of the German submarine warfare in international law.
