METHOD OF RECRUITING
BRITISH INVESTIGATION
London. August 29.
- A Cabinet Committee, consisting of Earl Selborne, the Marquis of Crewe, Mr. Winston Churchill. Mr. Austen Chamberlain. Lord Curzon, and Mr. A. Henderson, is inquiring into the expediency of introducing the quota system of recruiting, on similar lines to that in vogue in South Africa. Under the South African system each locality is asked to furnish a certain number of recruits voluntarily, and unless the number is forthcoming the Government is empowered to take the men required. The South African Government did not find it necessary to use the power. Earl Selborne's committee is dealing with the matter in an administrative manner, free from all political or personal questions. The indications are that the chief difficulty is not to get soldiers, but to enlist men who can best be spared and belonging to callings where older men and women might i fill their places.

Pretoria. August 29.
Colonel Sir Charles Crew, Director of Recruiting, has announced that in connection with the expeditionary force for service in Europe all infantry units have been filled. The heavy artillery is full, and the field artillery is practically full.
