MP. ROOSEVELT'S ATTACK.

NEGLECT OF THE NAVY

New York, August 29.

In a further reply to Mr. L. M. Garrison, Secretary for \> ar, Mr. Roosevelt criticises the I'nited States policy in Haiti and in Mexico. He charges the Government with having neglected the navy. During 1913' and 1914 no fleet manoeuvres were held nor was there any fleet or squadron gunnery practice held. He declares that the Government is allowing the existing defences to decay. The lack of practice, lie says, is worse than not providing the proper machinery for defence.
