MOBILISING LABOUR.

GOVERNMENT MEASURE,

TRADE UNIONS' ASSENT. London, June 17.

It is understood that the Government, with the assent of the trade unions, has resolved to ask for greater powers in dealing with labour than are conferred by the Defence of the Realm Act. The new measure will probably be introduced next week. It will increase the mobility of labour and limit the profits in controlled establishments, where all trade union restrictions will be abolished. Committees will be appointed to inflict fines for slackness.

The heads of the principal agricultural organisations urge the preparation of a national scheme to organise agriculture and secure increased production by assuring farmers that a generous expenditure on farming will be repaid by remunerative prices. The scheme, which should bo largely worked on a cooperative basis, should cover four years, fix the Government's responsibility for prices, and secure the necessary labour.
