GERMANY IMPRESSED BY THE AMERICAN NOTE)

NEWSPAPER CONTROVERSY OVER FOREIGN POLICY.

SETTING UP OF IMPERIAL BOARD y SUGGESTED.

ijffiiraiDAU, June 17.

The American Note has made a deep impression in Germany, The Cologne Gazette has abandoned its trncculent tone, and admits that it would be imbecile for Germany to desire another enemy. . Nevertheless, it says, the torpedoing of merchant ships cannot cease until Britain relinquishes her economic blockade. The Cologne Gazette falls foul of the Lokal Anzeiger, which does not share the belief that the British blockade is vile, and points out that Germany would be very glad to employ similar tacticc against Britain.

The Kreuz Zeitung is similarly-indignant at the Lokal Anzeiger's candid admission. It says that there must be no weakening of the weapon of submarine warfare, which is at the foundation of aIJ negotiations.

The American question' has given rise to a bitter newspaper controversy, some suggesting ijhafc.Hfirr von Jagow, Foreign Minister, should be replaced by, Imperial Board which would conduct the foreign policy. Others defiirethe recall of Prince von Buelow, •i----p ' (.
