Gulla'nd, Chief Liberal Whip, said that the new Cabinet implied a temporary abandonment of party government, which had been in operation since 1832,' and which, he believed, was best adapted to the national requirements under normal conditions. It was possible that the ■' sudden upheaval might astonish and i cause misgiving to many Liberals. The change was justified only by the urgency of the case and national necessity. The conviction had been forced upon him at the cost of infinite personal anxiety that nonparty government wag the most efficient instrument for the successful prosecution of a war. When the national cause war. vindicated they would again take up the unfinished tasks of the Liberal Party.

London, May 30. A meeting of the Labour Progressive Association at Barnard Castle, held to consider the by-election rendered necessary by the elevation of the Barnard Castle member, Mr. Arthur Henderson, to Cabinet rank, passed £< resolution adopting Mr. Henderson for re-election, and congratulating him on his entry into the Cabinet.

Mr. Henderson, Leader of the Labour Party, in his speech, emphasised the fad that the saving of the nation was a question of primary and essential importance. "/We must," he said, " secure such a force both in the field and in the. factory as wil' enable us to place the issues! both in the field and in the factory beyond all possible doubt." He appealed to all trade unions to give their members the greatest latitude,' if modifications - were necessary, to enable the country to get the xaunijtions required. '.•«'"
