RUSSIAN PROPOSALS.
'POSITION IN BALKANS. NEUTRALITY QUESTIONS. EFFECT ON OTHER STATES. (Received November 7, 2 a.m.) London, November ,6. It is stated that Russia does not desire to enlarge her territories, but she must have effective control of the Dardanelles. '. . . Russia also insists that it is impossible for Ronmania and Bulgaria to remain neutral, because this would prevent the Russian army getting at the Turks, and w.ould limit the field of operations, in the interests of Turkey.
