GERMANY MAKES PROMISE.
RESTORATION OF MONARCHY.
London, October 22.
The Daily Mail states that tho Germans assured the Portuguese Royalists that Germany would restore tho monarchy if Portugal did not intervene in the war and that the Royalists in return promised Germany a naval base in Lagos Bay, south of Lisbon.
