The Government will shortly permit a limited number of telegraphic business messages in code between Britain and countries outside Europe. U NEMPLOYMENT DECREASES BOARD OF TRADE RETURNS. The Board of Trade announces a marked contraction in the percentage of unemployed in both the insured and uninsured trades. INFORMATION BUREAU. OPENED IN LONDON. London, October '20. The Imperial Institute has opened a bureau to deal with commercial inquiries from all parts of tho Empire in connection with the capture of the enemy's trade. AUSTRALIAN MEAT TRADE. INCREASED EXPORTS. Sydney, October 21. Tho Minister for Customs states that despito the proclamation prohibiting specified exports, tho coal trade is proceeding normally, and j the export of meat is even larger I than before the prohibition was issued. Most of the meat supplies are going to Great Britain, excepting a small amount going to the Islands. No wheat, flour, or sugar is leaving tho Commonwealth. The Harbour Trust has taken over the Norddeutscher Lloyd's wharf, the lease having expired. In future the wharf will be open to all oversea liners. SAFETY OF SHIPPING. WAR RISK RATE REDUCED. London, October 20. The war risk rate for shipping in the Atlantic has been reduced to 7s 6d per cent.
