MME. CAILLAUX'S REGRET. REASON FOR THE DEED. ANOTHER RESIGNATION. STRANGE STORY TOLD. By Telegraph—Press Association—Copyright. Paris, March 20. The resignation is announced of Senator A. Monis, who is the closest political friend of M. Caillaux. The Eclair states that M. Caillaux, when Minister for Finance in the Monis Cabinet, wrecked the syndicate scheme in Morocco arranged between M. Briand, former Premier, and the German Government. The result was the Agadir : coup and the cession of a large tract in the Congo to Germany. The Eclair demands the impeachment of M. Caillaux and M. Monis in connection with this matter. Mme. Caillaux now expresses remorse for the shooting of M. Calmette, editor of the Figaro, and declares that the affair was due to temporary mental aberration. M. MONIS AND MOROCCO. M. ilonis, who follows M. Cailhujq into retirement, began his career as ai simple country lawyer in the South of France. He soon made a name for himself, and in the eighties entered Parliament. His career in the Lower House did not* last long, and in 1891 he entered the Luxemburg Palace as one of the five senators for the Gironde. When the Briand Ministry fell, M. Moniß came to the head of affairs, but his Government did not last long. The Agadir ooup Teferred to above, occurred in 1911. Fez, the capital of Morocco, was besieged by rebel tribes, and the Sultan appealed to France for aid. Germany appeared to acquiesce in this, but suddenly, and without warning, sent a warship to Agadir, a closed port on the Atlantic. Vigorous protests were entered against this aggression, but eventually a compromise was reached, France being given a free hand in Morocco, and Germany receiving territorial concessions in the French Congo.
