APPEAL BOARD CASES.
MATTER OF RELATIONSHIP.
[BY telegraph.—press association.] ' ' Dunbdih. Thursday. The Railway Appeal Board sat at Dun- - edin this morning, Mr. Haselden, S.M., ' presiding. The first casp was that of George Bur- ' nett,. senior clerk in the district engineer's office at Dunedin, who appealed against being superseded in the classification list for 1913 by the promotion of J. Young,, of Christchurch, ,to the position of land officer at Wellington. Appellant considered that by right of seniority he should have received the first offer of promotion. Evidence was given by James Burnett, (chief engineer for New Zealand)/ brother of the appellant,, who said that W had < recommended the apellant generally for promotion, but not for this particular appointment. Appellant was of equal qualifications with Young, but witness drew the inference that the relationship was a bar to the promotion of the appelant to be land officer, such an appointment being directly under him. The relationship accounted for the witness being chary of recommending his brother too strongly. F. W. McLean, inspecting engineer for the Dominion, and H. Mac Andrew, district engineer, in evidence, expressed the opinion that Burnett was equally a;, capable as Young to carry out the duties of land officer. The decision of the board was reserved. Angus Cameron, enginedriver, Dunedin, appealed against being superseded ty a junior for the position of depot charge man. Appellant stated that a locomotive foreman, since superannuated, had informed him (appellant) that he had recommended him for promotion. H. Davidson, representing the Department, read two official reports from the locomotive foreman in question, who stated that Cameron had not had sufficient control of the men when he was foreman and washer-out in the enginesheds. Two other officers of the locomotive department stated that although the appellant was an excellent enginedriver, he was unfitted by his temperament to exercise a judicious control.
