Tokio, March 16. A crisis is approaching in Japan because the hostility of the Upper House to the Ministry is implacable. The navy scandal is also growing, and the result so far has been the public humiliation of the navy; stagnation in the stock markets, and violent political agitation.

Stormy scenes in the Diet on Saturday threatened the fall of the Cabinet. There is a widespread feeling of unrest, all of which has arisen from the discharge of a German clerk from the office of Messrs. Siemens.
