Hawsers were placed round th" vessel, and the battleship Exmouth made an effort to move her, but this proved a failure.' STEAM REPLACES OIL. STEP BY FRANCE/ Paeis, January 29. Owing to the : frequency of submarine accidents, the Government is substituting steam for oil to generate the propelling power.
