London, January 27. The Daily News says the Admiralty thinks it has done nothing improper in spending several millions, which Parliament had not voted or the Cabinet approved. " This dangerous nonsense ought to be faced. It is a grave violation of the Constitution whenever expenditure is allowed to run oh for months without the responsible Minister drawing Parliament's attention to it. It is useless for the Admiralty to plead miscalculation."
