Washington, January 21. Tes Presidential message to Con* gress was read to-day personally by Mr. Wilson.

A reference to the subject of trust; legislation was greeted with applause. The President said that legislation would be introduced giving power to the Inter-State Commerce Commission to regulate the financial operations of all United States railroads-

The speaker declared that no radical changes were intended, but penalties would be made .so that they would fall, not upon the business itself, but personally on the men responsible for breaking the law.
