Philippe Buena Varilla, formerly employed as an engineer on the Panama Canal under de Lesseps, in the course of an.interview to-day. The tendency of civilisation, said M. Varilla, was ever westward, and the population was sure to shift towards the Pacific coast. As traffic grew, it would be necessary to lower the canal's level to that of the Pacific and Atlantic Oceans in order to secure freedom from obstructions due to the use of locks.
