"Washington,- August 26. A message from Mexico City stater, that Mr. John Lind, the United States envoy to General Huerta, has departed for the United States. His efforts towards bringing about an understanding have proved fruitless. President Wilson is expected,. in a message to Congress, to recommend non-interference witoh Mexican affairs, coupled with non-recog-nition of General Huerta. The United States is anxious to show the world that she is desirous of forestalling any pressure foreign Government:; are likely to exercise with the object of inducing America to intervene. (Receiver! August 27, 12.5 a.m.) Mexico City, August 26. The Administration with the general consent is said to have summoned General Diaz to return to restore order. This is considered the only practical solution for the prevailing anarchy,
