MR. TAFT'S MESSAGE TO CONGRESS.
1 By Telegraph—Press A»eociation.—Copyright. Washington, December 3. President Taft, in his message to Congress, Bays that America's relations with other Powers are satisfactory. There is, he says, a growing feeling of friendliness with the South American nations. If the Senate, he adds, had not killed the measure providing for the loans convention, revolutions would be more infrequent in these countries, as 'they would be enabled to rehabilitate' their finances with the aid of American backing. The message is chiefly confined to the subject of America's foreign relations.
