The controversy on the subject of universal military training between Lord Roberts and Lord Haldane (exMinister for War) was referred to by "Lord Eosebery (ex-Liberal Prime Minister), in a speech at Bathgate last night. Lord Rosebery said that he believed that the summing up of history would be to the effect that a heedless and inattentive ear had been turned to the warnings of the greatest soldier that they possessed.
