REPORTED BASIS OF PEACE

London, August 18. It is stated that as the result of private pourparlers regarding the war in Tripoli the Turkish and Italian delegates have discovered a basis of peace.
AN ITALIAN VICTORY.
HEAVY TURKISH LOSSES.

Roue, August 17.
Italians at Zuara, on the Tripolitan coast near the border of Tunis, have advanced six miles, and have occupied a range of hills in order to cut off the Turkish supplies from the Tunisian frontier. They carried the position after a hard day's fighting.
Six Italians were killed and 93 wounded. The Turkish losses were heavy.
Zuara, which is mentioned in the above messago was until recently occupied by the Turks. After they abandoned it to" the Italians (according to advices from Rome), an analysis of water taken from the wells showed it to be swarming with typhus germs. It is alleged that the Turks before abandoning the post contaminated the water supply with cultures of deadly microbes.
