UPPER HOUSE REFORM.

POWERS OF THE LORDS.

By Telegraph.—Press Association.—Copyright.

London, May 26. During the debate in the House of Lords on the Parliament (Veto) Bill Lord Selborne declared it essential that the House of Lords, however reconstructed, should have powers belonging to every civilised country, such as, at the Government's instance, were granted to the Transvaal in 1907.

The debate stands adjourned until Monday.
